Why?

Every citizen is responsible for ignorance, and more often for failure to comply with specific rules. Nobody can justify their actions or omissions by the fact that they do not know the provisions of the law that has been duly established and announced in an appropriate, statutory manner. In the doctrine of law, such an assumption underlies the application of the so-called the fiction of common knowledge of law.

The fiction of common knowledge of the law is based on the assumption that duly announced normative acts are commonly known, because the addressees of legal norms have been enabled to become acquainted with their content. The condition for a normative act to enter into force is – as a rule – its promulgation (i.e. an announcement in the appropriate publisher). Although we also know that meeting the requirement of correct promulgation does not solve the problem of access to legal information and its dissemination in society.
